With the passage of the 2004 Accountancy Law and approval of the amended Implementing Rules and Regulation (IRR) and By-Laws of the Philippine Institute of Certified Public Accountants (PICPA), the entire Philippine Archipelago is now divided into four geographical areas namely Luzon, Visayas, Mindanao and Metro Manila and is represented by nine (9) regions and four (4) sectors recognized nationwide representing the various sectoral interest, namely public practice, commerce and industry, education and government service.

As one of the geographical areas, Metro Manila is governed by the Geographical Area Office composed of four (4) National Directors, Treasurer, Secretary, four (4) Chapter Presidents and sixteen (16) Regional Sectoral Representatives effective July 1, 2006. Under the Metro Manila Geographical Area is the PICPA METRO MANILA REGION (MMR) organized into four (4) chapters based on the location of all chartered cities and municipalities comprising the region, namely:

  • Northern Metro Manila Chapter consisting of Kaloocan City, Valenzuela City, Navotas and Malabon;
  • Western Metro Manila Chapter consisting of Manila, San Juan and Mandaluyong City;
  • Eastern Metro Manila Chapter consisting of Quezon City, Pasig City, and Marikina City ;
  • Southern Metro Manila Chapter consisting of Makati City, Pasay City, Parañaque City, Las Piñas City, Pateros, Taguig and Muntinlupa City.

The Geographical Area Office, the Regional Councils and the local Chapter Boards are governed under uniform rules prescribed by the National Board of Directors consistent with the existing rules of the Professional Regulation Commission.

As the leading region with the highest number of active CPAs, PICPA MMR accounts for a major portion of the total membership. It has taken the lead in making breakthroughs in the conduct of continuing professional education by providing quality and timely topics of seminars in local and national conferences. The region is the first to initiate international conferences that contributed in making its Filipino CPA participants to be global CPAs in the following conferences held in the ASEAN Region:

  • 1st PICPA MMR International Conference in Windsor Suites Hotel, Bangkok on May 20-23, 2004 with the theme; “A Global Challenge to Accounting and Auditing”
  • 2nd PICPA MMR International Conference in New World Hotel Saigon, Ho Chi Minh City, Vietnam on May 19-22, 2005 with the theme: “Global Alliance of Accounting Professionals.”
  • 3rd PICPA MMR International Conference in InterContinental Grand Stanford, Kowloon, Hong Kong, May 18-21, 2006 with the theme “Securitization & Financial Instruments: Understanding the Roadmap to Liquidity.”

The year 2005 was a banner year for PICPA MMR because aside from the outstanding chapters and region awards garnered by the four (4) chapters comprising the region and PICPA MMR, respectively, the Northern Metro Manila Chapter and the PICPA MMR received the Hall of Fame Award in recognition for their ten (10) years as outstanding awardees.

PICPA MMR and the four (4) Chapters consistently delivered its social involvement projects such as medical and dental mission, donate a book, plant a tree project to our less fortunate countrymen. It has continuously implemented adopt-a-scholar project to eighty (80) Polytechnic University of the Philippines (PUP) Accountancy scholars until they graduate, created a task force on membership growth to tackle the increase and retention of membership. It will continually extend various services to its members such as personal accident insurance, assistance in the renewal of PRC ID and accreditation to various government agencies, instant ID upon activation and/or renewal of membership and many more…

As the region takes the lead in facing the enormous challenges of laying out the groundwork in complying with the mandatory requirements of the New Accountancy Law within the next three (3) years, the 2006-2007 officers are committed in bringing our profession to new avenues and challenges of learning, deliver relevant, timely and quality seminars and extend all out value-added services to our members.
